– Where Things Stand
Hanwood Developments (the Developer) acknowledges Griffith City Council’s recent resolution to support the Hanwood Planning Proposal for the majority of the land.
Council also resolved to endorse the Hanwood Growth Area Master Plan, which includes a staged approach to the delivery of housing. Council also resolved to commence preparation of a Section 7.11 Contributions Plan for the broader growth area.
1- The original plan included a larger area for new homes, including the land to the west fronting Kidman Way – known as 11300 Kidman Way (Lot 15).
While we welcome Council’s support for the Planning Proposal, we understand the decision to exclude 11300 Kidman Way was made on the basis of flooding impacts. This position is at odds with the independent flood modelling undertaken as part of the Planning Proposal, which demonstrates that allowing the full site to be assessed together provides a more coordinated and cost-effective infrastructure solution for Hanwood.
2- The original plan was designed to deliver coordinated housing, infrastructure and flood management outcomes together.
The proposed infrastructure upgrades required to support the future Hanwood community would be delivered as part of the project, paid for by the developer.
3- The original plan envisaged planning and delivery of the new homes to commence immediately.
Council’s adopted approach introduces a stage approach delaying delivery up to 5 years to allow stages 1 and 3 to proceed first.
Now is an important time for the Hanwood community to understand what Council’s resolution means and how it may affect future staging and development of the growth area.
Why the Western Portion of Hanwood Matters
11300 Kidman Way is critical to delivering an integrated and coordinated outcome for Hanwood.
Independent flood modelling demonstrates that inclusion of this land enables:
- Increased floodplain storage capacity
- Reduced flood levels across parts of Hanwood
- A coordinated wetlands and open space system
- A safer and more resilient outcome compared to existing conditions
Inclusion of 11300 Kidman Way would allow a logical and orderly transition to new housing and development and allows us to deliver the full vision for a new, cohesive community in Hanwood.
Hanwood Deserves a Whole of Precinct Outcome
The Hanwood Planning Proposal was designed as a single integrated concept combining:
- A natural extension of Hanwood village
- A central marketplace designed to create community connection and promote a higher quality of life
- Diverse housing and lot sizes to increase lifestyle choice
- New open green spaces, community facilities and a central urban market garden
- A coordinated and sustainable flood and stormwater system
We believe the NSW Department of Planning, Housing and Infrastructure (DPHI) should have the opportunity to assess all three lots together on their merits as a cohesive community plan.
Allowing DPHI to consider the full proposal ensures:
- Independent technical review
- Transparent assessment
- The best long-term outcome for Hanwood

Following consultation with the Hanwood community, we will take on board any feedback and look to update the concept design. The next step will be to prepare and lodge a Planning Proposal with Council and other relevant planning authorities that seeks to amend the land zoning and change / amalgamate the staging that Council is currently considering for land on Leonard Road. Once the Planning Proposal has been approved and the land has been re-zoned we want to submit Development Applications for the land on the northern side of Leonard Road as soon as possible.
Our primary goal is to prioritise communal well-being, economic vitality, a sense of belonging, and interconnectedness. With “Connectivity” as our guiding principle, to date the masterplan has been thoughtfully designed to improve community and living in Hanwood.
